Al-Mash'ar al-Haram ("the Sacred Monument") is where al-Baqarah 2:198 commands pilgrims to remember Allah after pouring forth from Arafat. Some scholars take the phrase to mean the whole of Muzdalifah, others the hill of Quzah within it; the Mash'ar al-Haram Mosque stands there today.
Muzdalifah lies between Arafat and Mina, inside the boundaries of the Haram. Pilgrims spend the night after the standing at Arafat here and gather some of the pebbles for the stoning rites at Mina. The marker shows the Muzdalifah area.
